It has been in the past, in so far as a low skill could allow aiming to be approximate, but I'm not sure how that's been implemented, if at all, in Skyrim. This setup, however, requires several sets of patches, including two sets of patches that need to be re-applied for any changes in mods but meshes, textures, or sounds (reproccer and asis). I plan to try some more that I haven't DLed, but the Nexus keeps being down when I'm not at work (do it the other time, please). I'm using Character Creation Overhaul, SkyRe, Realistic Needs and Diseases, Frostfall, Fire and Ice Overhaul, Ars Metallica, No auto-aim, SkyTEST, Civil War Overhaul, Immersive Creatures, Immersive Weapons (the latest Immersive Armor isn't SkyRe compatible yet), Hunterborn, Locational Damage, The Dance of Death, and The Choice is Yours, as my main gameplay adjusting mods, with skill XP lowered all-around via the uncapper's ini, because I was leveling way too fast last time. Mods that change the same world space, or some of the same items, but not all, or that make incorrect references to files that need to be loaded earlier (usually not a problem with mods still supported, but TES5Edit took awhile, for whatever reason) can be incompatible with another, and may either need to have their order changed, be cleaned, have patches for compatibility made, or only have one loaded. For games settings changes, Skyrim.ini and SkyrimPrefs.ini override ESMs/ESPs, too.

Loose files in the data folder, outside of ESMs, ESPs, and BSAs, override files in ESPs/ESMs/BSAs. They are loaded in order, such that a later file overrides an earlier file. The BSAs are archives (Bethesda ? Archive, I'm pretty sure) with just media files.

The ESMs (Elder Scrolls Masters) and ESPs (Elder Scrolls Plugins) have the core game content in them. It has to be in your main folder, and plugins for SKSE need to be right where they're expected, which is where Mod Organizer can falter, some.

It's the sort of thing cheats are done with in multiplayer games. SKSE is an extender, that allows the scripting engine to do more stuff, but has to load the main exe in itself to do it. There's basically data files, and SKSE stuff. I've only been playing Skyrim since upgrading my PC just weeks ago, but it's basically just like it was 10+ years ago, only prettier. Not too much has changed over the last decade.
